As we prepare for the upcoming 2026–27 school year, we want to share important updates regarding a recent legislative change in the State of Iowa that impacts high school athletic activities.

The Iowa Legislature recently enacted House File 2591 (HF2591), which permits eligible 8th-grade students the opportunity to participate in high school athletics. The Iowa High School Athletic Association (IHSAA) and the Iowa Girls High School Athletic Union (IGHSAU) have provided initial guidance to school districts to help navigate this transition.

Our Approach at CRCSD

To ensure our families have clear expectations, we want to outline how the Cedar Rapids Community School District will approach this new law. Our priority is to ensure that any decisions made serve the best interests of our students, our athletic programs, and the overall educational experience within our district.

Policy Development and Current Temporary Procedures

Our District administrators and Building Athletic Directors are currently working diligently to develop a formal Board Policy and comprehensive administrative procedures for this new legislation. The School Board will be required to review and approve any final policy before it is officially enacted. 

Our Core Philosophy: Protecting Middle School Sports

At CRCSD, high school placement for 8th-grade students is an exception, not a standard rule. Protecting the integrity and stability of our middle school and high school programs remains our primary athletic objective. We will continue to offer 7th and 8th grade sports this upcoming school year, and we strongly encourage families to maintain a connection to middle school sports participation whenever possible.

The Process: 

Participation by 8th-grade students at the high school level will not occur automatically, and CRCSD will not implement a blanket policy. Instead, potential participation opportunities will be reviewed based on a collaborative process. Decisions to allow an 8th-grade student to participate on a high school athletics team will be heavily vetted based on:

• Student-athlete’s physical, mental, and emotional readiness and maturity
• Safety and developmental considerations
• Overall student well-being and academic standing
• Team/program needs and the impact on both middle school and high school programs

Requirements & Restrictions

Families are asked to carefully review the following requirements and restrictions for 8th graders participating in high school athletics:

• Sports Only: This law only impacts athletic programs sanctioned by the IGHSAU and IHSAA. It does not apply to any other extra- or co-curricular activities, such as Music, Marching Band, Dance Team, Cheerleading, Show Choir, or internal clubs.
• Academic & Conduct Standards: 8th-grade participants must adhere to the same academic, good conduct, and attendance policies required of students in grades 9–12.
• Transportation & School Hours: Families are solely responsible for providing all transportation to and from high school practices and local competitions. Furthermore, 8th-grade students cannot miss middle school instructional class time for high school practices.
