Audit Committee

The audit committee provides a practical means for the CRCSD Board of Education to obtain independent review and oversight of the District financial reporting processes, internal controls, and independent auditors.

The Instructional Materials Reconsideration Committee addresses formal requests for reconsideration of library and instructional materials in the Cedar Rapids Community School District. The committee provides a context in which differences of opinion and possible selection errors may be examined openly.

The main task of the committee is to make a recommendation to the Superintendent when a citizen makes a written complaint against a library book, classroom material, or other instructional resource. District policy, regulations and procedures are considered when studying the challenged materials. In addition, CRCSD content experts may be consulted, as needed.

The committee forwards their decision to the Superintendent who, in turn, makes the final decision. Complaints are considered and acted upon within thirty school days of receipt. 

The Instructional Materials Reconsideration Committee is composed each year by September 30 and shall function through June 30 of the following year. The committee will consist of:

• One teacher leader designated by the CRCSD Office of Teaching & Learning
• One teacher leader responsible for District Libraries and/or teacher leader in content lead role
• At least two parents or community members
• CRCSD Curriculum Coordinators of Office of Teaching & Learning
• The Chair of the Committee is the CRCSD Leader Teacher Librarian.

Board Regulation 0406.03-R(1) specifies that School Improvement Advisory Committee (SIAC) shall be established to ensure community involvement in:

1. the determination of major educational needs;
2. the determination and prioritization of student learning goals;
3. the provision of long range goals that include, but are not limited to, the state indicators that address reading, mathematics and science achievement;
4. the harassment or bullying prevention goals, programs, training, and other initiatives.

At least annually, the School Improvement Advisory Committee shall make recommendations to the Board of Education with regard to:

1. progress achieved with the annual goals for the state indicators that address, reading, mathematics, and science;
2. progress achieved with locally determined core indicators, and
3. annual improvement goals for the state indicators that address reading, mathematics, and science achievement.

Committee membership shall include students, parents, teachers, administrators, and representatives from the local community. To the extent possible, committee membership has balanced representation of the following: race, gender, national origin, and disability. (Gender balance is defined as half male and half female for even-numbered committees or half plus one for odd-numbered committees.) The Superintendent/designee shall serve as ex-officio Chair of the Committee.

At least annually, the SIAC shall make recommendations to the Board with regard to progress achieved with annual improvement goals for the State indicators that indicate reading, mathematics, and science, progress achieved with other locally determined indicators, and annual improvement goals for the State indicators that address reading, mathematics, and science.

State law (SF 277) requires that districts create a teacher quality committee. The committee shall have equal representation of administrators and teachers. The teacher members shall be appointed by the certified employee organization if one exists, and if not, by the school district’s or agency’s administration. The administrator members shall be appointed by the school board.

Per the law, the committee shall do the following:

(1) Monitor the implementation of the requirements of statutes and administrative code provisions relating to Chapter 284, including requirements that affect any agreement negotiated pursuant to chapter 20.

(2) Monitor the evaluation requirements of Chapter 284 to ensure evaluations are conducted in a fair and consistent manner throughout the school district.

(3) Determine the use and distribution of the professional development funds distributed to the school district or agency as provided in section 257.9, subsection 10, or section 257.10, subsection 10, based upon school district or agency, attendance center, and individual teacher and professional development plans.

(4) Monitor the professional development in each attendance center to ensure that the professional development meets school district or agency, attendance center, and individual professional development plans.

(5) Ensure the agreement negotiated pursuant to Chapter 20 determines the compensation for teachers on the committee for work responsibilities required beyond the normal work day.
